When I try to select the Copy to SoftPlan Clipboard or the Paste from SoftPlan Clipboard commands, they are grayed out.

You need to disable the Multi Drawing feature in order to select those two commands. Select > File > Multi Drawing and remove the check from Enable, select Ok. This will disable the Multi Drawing feature. You will now be able to select Edit > Copy to SoftPlan clipboard.
