Is there any way to have the floating toolbar remain open on screen?

No. It is designed to close on selection of a function. To speed up the process, a 3-button mouse can be programmed to allow for the middle mouse button to be an automatic double right click. For further information consult your mouse manual.

No. It is designed to close on selection of a function. The function can be brought up with a double right-click of the mouse as the middle button is reserved for panning and zooming in these versions.
