How do I pull dimensions from the corner of the building outline to the property when they are not parallel?

You should draw in a line that runs parallel to the building line and will act as a benchmark. Such lines can be drawn by selecting Draw > Misc > Misc A. Sketch the line so that it bisects the property line at the same place the dimension line will. Run the dimension line from the Building Outline to the Misc A line. If necessary, use Move > Adjust Item to shorten the Misc A line once the dimension string is placed and edited accordingly.

Use a Dimension Point that is available in Site Mode. Select Dimension > Dimension Point and click on the starting point of the dimension. The dimension line will run perpendicular to the object selected. Click to end the dimension line.
