How can I combine more than one drawing on one sheet and set the drawings at different scales?

SoftPlan has a Multi Drawing feature. Start a new blank drawing and save it. This drawing is the base drawing to which the other drawings are added. Select File > Multi Drawing > Check Enable in the dialog > highlight the drawing you wish to add under Available Drawings > Add > enter a Scale factor if needed > Position > click to set the drawing on the screen. Repeat as necessary to add other drawings.

The scale factor can be set larger or smaller than the default of 1.0. When printing, the scale selected will relate to the drawings that have not been scaled in the multi-drawing. Any drawings that have been scaled in the multi-drawing will appear to print at a different scale relative to their Multi-Drawing scale factor. For example: On a drawing with a front elevation to be printed at 1/4" = 1'-0" and a cross section that will be printed at 1/2"= 1'-0" there are two options. The elevation could be given a scale factor of 0.5 and the entire drawing could be printed at 1/2"=1'-0" or the cross section could be given a scale factor of 2.0 and the drawing could be printed at 1/4" = 1'-0".

NOTE: The drawings listed under Available Drawings are the drawings that are found in the same folder as your blank base drawing. Also note that the first drawing in the Current Drawings list (base drawing) cannot be scaled.
